Mr. Md. Zakir Hossain has joined the BCS (Customs and Excise) Cadre in 2003. Since joining, he has been working in different capacity of Customs and Value Added Tax Department. He worked in the Customs, Excise and VAT Commissionerate, Dhaka (South), Custom House, Benapole, National Board of Revenue (NBR) and Directorate of VAT Audit and Intelligence. During this period, he has worked in several projects for the improvement of VAT and Customs system. He has designed and draft VAT & SD Rules, 2016. Previously, he was one of the active members in the drafting of VAT & SD Act, 2012.  He has developed working procedure for all activities under new VAT acts and rules, industry specific guideline, manuals, audit and enforcement procedure, different policy like staff training, taxpayer communication, VAT official performance incentive policy, RTI implementation and Performing Capacity building program for VAT department, etc during VAT and SD Act, 2012 implementation.

Currently, he is working as Commissioner in the Customs House, Dhaka.

Mr. Hossain has completed his Graduate and Post Graduate Degrees in Geology from the University of Dhaka as a high achiever. He has also achieved the MBA degree from Asian University with the outstanding grade point. He has some advanced training on VAT, Customs, Supply Chain Management, Authorized Economic Operator (AEO), Cross-border transaction, Information Technology, TOT (Training of Trainers), Public Procurement, e-GP (Electronic Govt Procurement), RTI, e-Waste Management, Post Clearance Audit, Risk Management for VAT and Customs.

Mr. Hossain has visited several countries like United Kingdom, India, Japan, Australia, Singapore, Uganda, Kenya Vietnam, Thailand, UAE, Malaysia, Canada, Brazil, Indonesia, Saudi Arabia for understanding their taxation system, and for participating different workshops and seminars.

Mr. Hossain has some publications on national and international journals. He has published four books on VAT, Customs and Bonded Warehouse respectively. The Value Added Tax : Act, Rules and Usage, The New VAT of Bangladesh and Bangladesh Customs : Act and Policy are the best seller since the publication.
